Wichita Municipal Release Records
Burkburnett and Electra operate municipal law-enforcement agencies, but the official sweep did not locate a separate city released-inmate feed or establish a long-term municipal jail in the official source sweep. Avoid assuming the arresting city held the person through release. Ask the department where custody was accepted.
When Wichita County Detention Center is the receiving facility, begin at the WCSO Inmate Roster gateway. It sends the public to Odyssey Jail Records and Jail Bond Records. A historical booking may contain the needed release entry. If it does not, WCSO Records/ID is the custodian fallback.
The police report remains useful. It can identify the arresting officer, reported event, date, and destination at the start of custody. It does not prove that all holds cleared or show the exact time the person left the receiving facility.
Confirm a Wichita Municipal Release
Build a custody chain rather than relying on one search. The city, county, state, and federal systems each prove only their own segment.
- Contact the Burkburnett, Electra, or other arresting department and ask which facility received the person.
- Request the police report from the department that created it. The Wichita County form expressly routes city police reports back to the city.
- Search the receiving facility's record. For WCSO, use Odyssey Jail Records.
- Match the name, date of birth, booking number, arrest date, charge, and cause number.
- Require a release date and time plus disposition or destination. A missing live-roster name does not qualify.
- Use the proper court file to confirm the legal order, then check any transfer agency.

Municipal Police Records Stay Local
The county open-records form is explicit about routing. A report made by a city police department must be requested from that department. Wichita County administrative staff are not the custodian merely because the city lies within the county. Send a Burkburnett report request to Burkburnett and an Electra report request to Electra.
That same division of responsibility applies to court files. Fine-only Class C matters belong to the relevant municipal or justice court. Misdemeanor county-court-at-law records belong to the Wichita County Clerk. Felony records belong to the District Clerk. The generic county Public Information Act form is not a court-record request.

No street address or phone is invented for a municipal holding site because none was established. Use the current official city department listing, then confirm the receiving facility.
Wichita County Release Versus Transfer
A release field marks the end of one custody segment. Its destination tells what happened next. Bond, dismissal, time served, sentence completion, and another lawful order may lead into the community. Transfer to another county, TDCJ, USMS, or ICE means confinement continues under another authority.

Bond posting can precede physical release. A dismissal in one case can coexist with a warrant in another. Require the affirmative release event and check the destination rather than reading one favorable entry in isolation.
Request Wichita County Release Records
If WCSO held the person, Records/ID is located at 2815 Central Freeway East, Wichita Falls, TX 76302. The office publishes 940-766-8170, fax 940-766-8102, and weekday hours from 8 a.m. to 5 p.m. Verify the schedule before visiting.
A narrow written request should give the person's full name and aliases, date of birth or booking number when known, and the approximate booking date. Ask for the booking sheet, release date and time, disposition or destination, release or transfer authority, bond record, linked cause number, and booking photograph if needed. Ask for existing records, electronic copies, and a cost estimate.
Texas Government Code Chapter 552 requires access to public portions subject to exceptions and other laws. An agency need not create a report or answer factual questions. If part of the record is exempt, ask the custodian to release segregable public material.
The court record must be requested separately. It can establish a dismissal, bond order, sentence, jail credit, or later disposition, but it may not show the exact operational release time.
Municipal Cases After Release
A Class C case can remain open after the person leaves jail. The municipal court record supplies appearance dates and later disposition. It does not become a post-release supervision record. Bond is pretrial release, not parole or probation, though a later judgment may impose lawful community supervision in a different court.
For a felony, the Wichita County District Clerk holds the durable file through disposition and later actions. For a misdemeanor, contact the County Clerk. Matching the cause number prevents an unrelated case with a similar name from being attached to the release.
Texas expunction and nondisclosure are court-order processes with different effects. A missing online booking does not prove either order exists. Ask the correct clerk for the order and follow its terms.

Wichita County Custody System Choice
Wichita County contains both its county detention center and James V. Allred Unit, a TDCJ prison. A municipal arrest should not be routed to the state-prison search unless the record shows a later TDCJ commitment. Allred's location in the county does not make it a city jail.
Likewise, a person leaving WCSO for TDCJ has not entered the community. Search by SID or TDCJ number and read state location, projected date, actual release, discharge, and supervision fields. A transfer between TDCJ units remains incarceration.
If no record appears anywhere, recheck aliases, dates, identifiers, the arresting department, and receiving jail. No result can mean delay, retention limits, a restricted record, or the wrong system. It is never an affirmative release disposition.
Burkburnett and Electra Record Gaps
No separate official Burkburnett or Electra recent-release list was found. That bounded finding does not mean a department keeps no internal custody or transport record. It means the public path begins by asking the arresting agency where the person went and then contacting the named facility. Do not reconstruct a city release list from commercial entries.
The arresting department's report can establish the initial event and receiving agency. If the report is unavailable online, submit a narrow request to that city. Wichita County's form directs police reports back to the department that created them. Keeping the request with the right custodian reduces delay and avoids a false no-record answer.
After identifying WCSO as the receiver, record the booking number, release date and time, disposition, and destination. When the Odyssey history is absent or too recent, call Records/ID or request the existing record. The Sheriff makes no public promise that its portal is real time or that entries remain for a stated number of days.
Wichita Municipal Identity Checks
A name match is a lead, not a full identification. Compare date of birth, aliases, arrest date, booking number, charge, and cause number. A municipal citation and a county booking may concern different events. A state-prison result may belong to an older sentence.
When a person is not found, test reasonable name forms and verify the arresting agency. Then confirm where the person was transported. A city report, WCSO release entry, and court docket can be reconciled without assuming that every system uses the same spelling or timestamp.
If a record is sealed, expunged, nondisclosed, or otherwise restricted, the absence should not be described as proof of release. Texas expunction and nondisclosure require court action and have different effects. The proper clerk can confirm an order when access law permits.
Note: A municipal arrest trail is complete only when the receiving facility and final custody destination are identified.
Texas IVSS-Counties can send some Wichita County jail and court notices, but the portal warns that ended-custody records may disappear. A notification can flag a change. It does not replace the booking release entry, transfer destination, or court order. Preserve those records once found.
When Burkburnett or Electra sent the person to a facility outside Wichita County, county IVSS participation may not cover that source. Ask the arresting department for the handoff and use the receiving authority's own record.
A records request should describe the existing item sought, not ask the agency to decide why a person disappeared from a roster. Give the full name, aliases, date of birth or booking identifier, approximate arrest date, and creating agency. Ask for the report, transport destination, booking, release event, and transfer authority from their respective custodians.
Municipal and county records can use different event times. Police may record arrest and transport, the jail records intake and release, and the court records filing and orders. Preserve each timestamp with its label. A difference does not establish error until the same event is being compared.
For an apparent bond-out, the Jail Bond Records side may show the bond type or posting event. Posting alone does not prove the moment all holds cleared. Find the affirmative release time and destination, then use the court docket to confirm the bond order and later case action.
